They must agree on when to schedule games and where those games will take place. Many elite athletes received scholarships that covered their tuition, room, and board. Some players could also receive small cash stipends to cover living expenses, plus perks such as meals and medical care for sports-related injuries. But they did not receive anywhere near the sort of stratospheric salaries that are available to the best professional athletes — or any salary at all. Member schools support their student-athletes’ academic success by providing state-of-the-art technology, tutoring and access to academic advisors.

School leaders and parents lack basic information on how much funding comes into a school and how spending on key activities compares to similar schools that are getting better results. Through legislation and executive action, state leaders can promote financial transparency by requiring districts to report, for each school, actual revenue and expenditures per student, including how much they are spending on key instructional activities. On average, 8% of revenues are federal, 47% from the state, and 45% locally sourced. Since 2008, states have reduced their school funding from taxes by 12%, the most pronounced drop on record. The majority of targeted school funding reforms have been in response to court orders, often due to lawsuits.

Many of the federal officials implicated in the scandal were never publicly named, and their status remains unclear. Charles Abell, the principal Deputy Undersecretary of Defense for Personnel and Readiness, was identified by the press as having obtained his master's degree from Columbus University of New Orleans, an unaccredited distance learning school. Daniel P. Matthews, Chief Information Officer for the Department of Transportation was reported to have received his $3,500 bachelor of science degree from Kent College , a diploma mill in Mandeville, Louisiana. In spite of these revelations, both remained in their positions and continued to hold security clearances.
